It might be a keymap issue. Please take a look at the following posts and the background, and see if any of it applies to your case. Exporting your keymap after disabling all add-ons including PME in 4.3, and then migrating it, may solve the problem.

Lovely write-up of the nightmare that is the keymap system, let me continue. One nitpick is that the factory settings and the reset target are not the same thing, except in the standard case. For add-on hotkeys, the reset target is keyconfigs.addon, and for non-addon hotkeys, it’s keyconfigs.active.
