Why? Because Blender hasn’t implemented it!
Compare SmoothStrokePanel and DisplayPanel.
While DisplayPanel evaluates is_popover within its draw method and renders properties accordingly, SmoothStrokePanel doesn’t do this… This could be your chance to submit a PR to Blender!
