I should also mention that in some cases it’s mandatory to use Press.
For example, if we need to use Spacebar +a hotkey.

Here I use Spacebar+N for Annotate tool (1). And N for a PME menu.
To make N workable I had to duplicate the same command for Click(2) and Click Drag(3):

And another example:
Spacebar+B for a menu in Object and Mesh (1)
B - for Context Bevel in Mesh (2+3)

Edit:
I should clarify that in both examples N and B work even with Click event only. But without Click+Drug it’s uncomfortable to use them.
