can it create like custom popup dialogue etc to make lets say something like this

I dont think so. It can call blender panels for sure (built in presets as an example) but im really not sure about custom panels, dont see anything in the UI addressing such possibilities.

Im not sure about scripts which you can add to gestures as a button. Maybe its possible to draw some custom panel UI there.
