Does this happen with all your PME pies/hotkeys?
I just followed the steps I outlined in my previous post and have no problems with click-drag using a clean 4.2 (not sure about 4.3). I don’t get any ‘reset to press’ problems after closing and restarting Blender.
Instead of importing your exported hotkeys, set up the pie that is in PME by default to click-drag, that works fine here. If that works for you, there may be something wonky with your exported hotkeys.
