Dialog Mode almost do the job

Only problem with it is if i click outside of the window it closes the window.
If that issue could be fixed, then we got the perfect floating window in Blender, and for me side panels would be obsolete.

Well, even without that feature, this Dialog Mode is already very good

Is there a way to add Labels to Popup menus?
As i can see i can create only buttons
