What about the keymap? Where you added this Context Toggle entry?
Looks like number keys are reserved in some of 3D area keymaps. Alt+Shift+4 works in Object Mode, Mesh, and other 3d view object editing keymaps.
Also you have an error in Context Attributes field. It should look like this:
