I am using 2.8 and I have a similar problem by moving Blender Preferences window will cause the screen blank and windows will revert the Color Profile to default (I am using a custom Color Profile for the laptop monitor, it still show using custom profile in the windows Display setting but the color is wrong and I have to set it to Default Profile and back to Custom Profile). I am not sure the source of the problem so I update gpu driver, wacom and windows update but it still happen.
After I read RaphaelBarros post I tried to export re-last json but the json is empty, only contain “{}”, export PME and disable both add on and it have no issues moving Blender Preferences window, with both enabled I was testing with moving Blender Preferences window around and the blank screen is less happen with Default Profile.
