One option is to make a pie menu per mode. When you make a pie menu, click the button next to the arrow in the picture below and choose your mode to have the pie menu show up in.

For example, switch it from “Window” To “Object Mode.” Now the menu only shows in Object Mode. Hope that helps, if even a little.
By the way, I have a question myself that I was wondering if anyone knows. Assuming I have a set of buttons like so:

…is it possible to make it so the one that’s active remains pressed down? So if I press “Vertex Select” to select it, it looks like this until I change the select mode again in the future:
