Sticky Keys stopped working. If I create one and assign something to it, it doesn’t work as it should

Note sure about this issue Please try to reproduce it in PME 1.14.9.

I’m setting up a modal operator and I wanted to point out some problems with Confirm on Release. Here are the three cases I discovered:

1. If accidentally I press spacebar twice
2. If accidentally release spacebar before releasing the mouse
3. If I call an operator while inside modal like a pop-up menu or e.g. transform/spherize

3) can’t fix this one. Pop-ups block the UI.
