Could you help me to set this hotkey? I don’t understand how to do this… I need a sticky hotkey for tweak translate - so i can select-move vertices only while i’m holding the hotkey button…

If I understand you correctly you don’t need PME to achieve this.
Translate tool has sticky mode. Try to enable Confirm on Release option.
