Even with the F2 shortcut I don’t have anything, this is weird.

Looks like Duplicate Area Into New Window tool has some issues when it’s called from small areas like toolbars.
Did you try to open it in 3D view?
Does 3D View Header - > View → Duplicate Area into New Window works for you?
