it seems ‘Texture Paint’ view doesn’t seem to exist in the keymap. Vertex and Weight is there.
Try ‘Image Paint’ keymap.

Do you know if this pop-up dialog box can be used in piemenu?
No, looks like this dialog is hardcoded and cannot be used in python.
But you can write an add-on, reimplement the dialog as a panel and use the panel in pie menu editor.
