I cant create a pie menu for proportional editing with hotkey “O”, by pressing the hotkey it triggers the normal behavior of blender and the pie menu never appears. I tried with press mode and hold mode and its the same. Thanks for your attention

To override the default hotkey you need to use the same keymap. The “O” hotkey for proportional editing is assigned to multiple keymaps - Mesh, Grease Pencil Stroke Edit Mode, Curve, Metaball, Lattice, Particle, UV Editor.

Try to add those keymaps to your pie menu using + button:
